Adding escaping to CHAR: " -> CHAR: \"
It is not necessary to escape the " character, but it doesn't hurt and
is necessary for syntax-highlighting (FUEL) to work correctly.

syntax: removing #! as a comment character.
We don't need two types of comments and shebang (#!) is handled
natively by the lexer, so the original reason for #! is not valid.
